IMWG for Legal Issues

 

Vision

Defining and coordination of municipal legal documents in accordance with the Law on Local Self-Government, European Charter on LS-G and with other domestic and international legal documents, based on decentralization, inter-municipal networking and regional cooperation policies.  

Starting assumption is that the municipalities of Serbia through the system of efficient legal regulations can support decentralization process and local development.

 

Mission

  • Forming and legal establishment of local self-government organs and bodies  

  • Provision of legal and institutional assumptions for local governance professionalizing
  • Legal and organizational capacity building of local authorities
  • Innovative approaches to legal defining of local self-government position  through international experience  
  • Identification of conditions and reasons for interest-based networking of municipalities
  • Creation of legal assumptions for accountable and efficient local S-G establishment

 

Objectives

  • Support all forms of decentralization in cooperation between Republican and local institutions
  • Definition of adequate forms of municipal support according to specifics and problems in legal regulations structuring process 
  • Experience exchange and establishment of sustainable model of inter-municipal cooperation in legal issues
