In order to foster the exchange of experiences and to enhance common and shared learning processes, the partner municipalities established - wherever common topics/working areas arise - inter-municipal topical working groups. These groups are composed of the relevant municipal topical experts and/or responsible in line with their tasks and functions in their municipalities.

The group composition, TOR and duration depend on the subject they are dealing with. Each working group should clearly define its vision, mission, objectives expected results and activities. The group shall ensure an active and adequate information/participation/involvement of representatives of the civil society and/or the private sector.

Municipalities delegated their experts into these inter-municipal working groups which are organized around the working areas, and which are supported by the PSU.

Results of the inter-municipal working groups are communicated e.g. in the form of minutes to the representatives of the municipality in the CC and, on a case to case basis, to the members in the CMT.

The MSP support activities to these working groups mainly consist of consultancies, capacity building, providing of learning and exchange opportunities and coaching in the relevant topics.
