Vision

Sustainable municipal spatial development based of the policy of European integration, inter-municipal linkages and regional cooperation. The initial assumption is that Serbian municipalities, through a coordinated planning system with related institutions, can support the European integration of Serbia.

Spatial plans are a precondition for inter-regional linkages to be established. In addition spatial plans are one of the indispensable instruments to take full advantage of the opportunities of this process. With planning solutions the municipalities would draw attention to their position in Serbia, and plans, once adopted, would become starting points of future Strategy of spatial development of Serbia.
 

Mission

• Engaging in a comprehensive and coordinated system of social, economic and spatial planning
• Continuous planning and constant monitoring of  the  implementation of plans and planning activities
• Disseminating broadly the planning process in public with active participation of citizens
• Identifying conditions and reasons for interest-based linkage of municipalities

The Inter-Municipal Working Group for Spatial Planning (IMWG-SP) will foster advancement towards:

• Institutionalization of planning by municipal development plans and municipal spatial plans synthesis using municipal development strategies as the basis for both documents.
• Continuous affirmation of planning through the permanent implementation monitoring process and timely planning activities. 
• Transparent planning processes completely known to the public complete public and creative participation of citizens, civil sector, profitable and other organizations.
• Support to the interest-based networking of municipalities / functional regions both at the local and European level.

Objectives

• Definition of spatial development planning methodology , adapted to situations in MSP partner municipalities
• Enhanced coordination of civil, public and private sector interests in planning process and plans implementation at the municipal level
• Adaptation of adequate forms of municipal support in response  to particular municipal difficulties in plan elaboration and implementation
• Exchange of experience and establishment of a sustainable model of inter-municipal planning cooperation

IMWG-SP with its activities will help municipalities to adopt efficient, viable and realistic plans based on real economic capacities and on implementation agreements as the way of priorities making and implementation urging.

 It will also promote the principles of sustainable development and planning instruments that promote environment protection and harmonization of civil, public and private sectors in the process of planning and adoption of plans.
 

Activities

• Defining of spatial development planning methodology adapted to conditions in MSP partner municipalities
• Promoting interests harmonization among civil, public and private sectors in planning and plans realization at the municipal level
• Defining of adequate form of municipal support according to specifics and problems in plans elaboration and implementation
• Exchanging  experience and establishment of inter-municipal cooperation and cooperation with planning involved  institutions

IMWG-SP contribution will primarily by consultations, advice, assistance, work methods coordination and work on plans contents.
