Programme Organisation

 

MSP is based on the bi-lateral framework agreement between the State Union of Serbia and Montenegro and the government of Switzerland. This agreement continues to be an umbrella for the project activities and investments of the government of Switzerland in Serbia and Montenegro.

The programme specific agreement on MSP, was signed on 5th December 2005 between Standing Conference of Towns and Municipalities (SCTM) and the Government of Switzerland, represented by the Swiss cooperation office in Belgrade (COOF). The Standing Conference of Towns and Municipalities has become a major partner for coordination and dissemination of MSP and its partner municipalities activities in Serbia and in the region through the Network of Associations of Local Authorities in South Eastern Europe (NALAS).

Programme coordination between the Partner municipalities and the Programme Support Unit continues to be secured through the Coordination Committee. In addition, ‘Change Management Teams’ (CMT) and the ‘Inter-Municipal Working Groups’ (IMWG) are creating the dynamics for a successful implementation of Phase II, monitored and coached by the PSU.

 

Change Agenda and Municipal Work Package

With the Change Management Teams — CMT and other relevant stakeholders of the municipalities, MSP develops a brief policy paper, the Change Agenda, defining the main direction and general terms of reference for CMT.

Based on Change Agenda, a Municipal Work Package identifies Core Programme and Demand-Driven projects, given priority by the Municipalities, to implement and interlink with yearly municipal planning.

 

MSP is funded by the Government of Switzerland through the Swiss Agency for Development and Cooperation (SDC). Implementers: Joint Venture ITECO-INTERCOOPERATION.
