To provide the services to several municipalities in a flexible, demand-oriented and efficient manner, MSP requires a considerable concentration of expertise, decision-making authority and management capacity in the field, close to the actual Programme operations. Thus, the main feature of the implementation arrangements comprises an MSP — Programme Support Office, with full-time coordinator based in the Programme area.
