Swiss support to Serbian MunicipalitiesProgramme activities
The Municipal Support Programme (MSP) was founded by the Swiss Agency for Development and Cooperation (SDC) in October 2001 as one of the cornerstones of Swiss Government’s support to Serbia and Montenegro. The MSP is intended to promote reform and development processes in municipal management in the partner municipalities over a period of about 10 years, up to 2011. It also supports local efforts to improve communal services and social development while expanding the active participation of citizens in governance process. The Swiss Agency for Development and Cooperation (SDC) is a part of the Swiss Federal Department of Foreign Affairs and the State Secretariat for Economic Affairs (SECO) which is a part of the Swiss Federal Department of Economy. Its mandate is based on the Federal Law on International Development Cooperation and Humanitarian Aid enacted on 19 March, 1976, and on a federal decree of March 24, 1995, on cooperation with the countries of Eastern Europe. The MSP is being implemented by a consortium comprising the Swiss consulting company ITECO Engineering Ltd. and the Swiss organization Intercooperation.
